Army to roll out better body armor, combat shirt in 2019
In 2019 the Army expects to roll out a new, lighter body armor system. The armor will provide at least as much protection as today's system, but with more comfort, and greater flexibility to adjust based on the mission, Army officials said. Already, improved ballistics materials have allowed the Army to cut the weight of TEP, when compared to the Army`s current heavy-duty option, the Improved Outer Tactical Vest. The IOTV, when loaded with heavy plates, weighs about 31 pounds, while a comparable TEP system checks in at about 23 pounds, or 26 percent lighter. Brown said the Army pushed with industry to reduce weight while meeting future threats. In addition, the ability to add and subtract different elements and plate inserts in the vest, is a real "highlight," Brown said. .In addition to TEP, the Army is developing new body armor plates and a new head protection system. Soldier feedback has already played a major role in development of TEP, Brown said. Trials by soldiers at three different installation, as well as by Marines and special operations units, provided design advice and feedback. Brown said that ultimately helped produce a system earning a 95 percent positive feedback. [One great aspect of the Soldier Protection System is we really listened to the voice of the customer, the soldier," Brown said. The Army's new Ballistic Combat Shirt was designed to improve comfort.Photo Credit: Courtesy PEO Soldier Ballistic Combat Shirt: Designed to be worn with a ballistic vest, the shirt consists of protection on the upper back, upper chest and neck, while completely covering the arms with ballistic-protective sleeves. The material has a similar feel to the Army combat shirt, but is more comfortable and offers ballistic fragmentation protection, Brown said. It also eliminates the need for the Deltoid Auxiliary Protector, an add-on to the IOTV which has driven soldier complaints for being bulky and obstructive. The shirt is moisture-wicking and has a degree of breathability, Brown said, adding to comfort. [Soldiers really liked the Ballistic Combat Shirt because they felt they had the full range of motion to be able to get into a shooters stance, and also to be able to fit their weapon in the shoulder area," said Brown. [The biggest revolutionary change (in the system) is with the Ballistic Combat Shirt which provides the same level of protection as the DAP and the yoke and collar (of the IOTV)." The Modular Scalable Vest includes a quick-release feature.Photo Credit: Courtesy PEO Soldier Modular Scalable Vest: The Army developed a Soldier Plate Carrier System during the wars in Iraq and Afghanistan to offer a nimbler alternative to IOTV. The MSV is similar to the SPCS: old plates will work, as will new plates being developed to offer a variety of levels of protection and fits. It features a quick-release system for easy removal. And again, the MSV`s ballistic material offers similar protection at a lighter weight, as do the various optional plate inserts. In addition, the design is now a fully-government-owned program of record, whereas the SPCS was generated by an operational needs statement (a quick fix to address a newly-emerged need). That matters because future technology advancements can be more easily incorporated by the Army as production continues, Brown said. Brown said soldiers like how the simplified protector connects to the system and fits the body`s form, and she said feedback also indicated improved mobility. Load Distribution System: With weight cut by advanced materials, Brown said, the Army managed to add a new element while cutting weight overall – one that distributes remaining weight more comfortably. The LDS consists of a ballistic combat belt that flows underneath the vest and a load-bearing spine that distributes weight to the waist rather than putting it all on the shoulders. The hard plates are coming in at about 7 percent lighter than their current protection equivalents, Brown said. The options provide modularity in strength and weight for different missions and fit for different bodies, including two new plates tailored to female body types. As with the ballistic material on the vest and shirt, Brown said the Army didn`t want to get specific on the threshold of munitions that each plate protects against. She did say that, fully loaded, the plates and vest [are able to defeat the most prevalent threats on the battlefield" and compared to IOTV offered [no degradation of performance, only enhancement." Integrated Head Protection System: The new helmet the Army has been working on for about three years will not clear the research and development milestone until late 2016. The PEO Soldier portfolio outlines objectives including protection against rifle threats and improved impact/blast protection over the current helmet at a slightly lighter weight. NIJ Raises the Bar for Body Armor Manufacturers with NIJ Standard-0101.07
Upon releasing the NIJ Standard-0101.06 for Ballistic Resistance of Body Armor in 2008, the NIJ along with its Compliance Testing Program (CTP) began a new era in the testing of body armor. Now, armor testing would include a very rigorous conditioning protocol plus the number and types of armor panels undergoing the testing process would be greatly expanded in comparison with the NIJ Standard-0101.04. In June 2012, several years after the NIJ Follow-up Inspection and Testing (FIT) program began, NIJ started developing their new, more stringent standard. They compiled a Special Technical Committee (STC) made up of body armor experts, test laboratory staff and practitioners from NIJ, their CTP and other relevant agencies. In February 2013, they began meeting to discuss the revisions they should implement for NIJ Standard-0101.07. During the webinar, the NIJ stated that they expected to introduce the NIJ Standard-0101.07 in the summer of 2017, which will completely replace the NIJ Standard-0101.06 within a relatively short period of time. Although they did not announce a specific date, we expect that in 2018 the NIJ Standard-0101.07 will have totally replaced the NIJ Standard-0101.06. During the interim period, body armor manufacturers have time to certify their armor according to the new NIJ standard. NIJ Standard-0101.07 changes The current system of using Roman numerals (II, IIIA, III, and IV) to indicate the level of threat will disappear and be replaced by a naming convention similar to the standard developed by UK Home Office Scientific Development Branch. HG is for soft armor and RF is for hard armor. The lowest threat level for soft armor (now Level IIA) will disappear in the new NIJ Standard-0101.07. Another important change is that the test-round velocity for conditioned armor will be the same as that for new armor during testing. For example, for NIJ Standard-0101.06 Level IIIA the .44 Magnum round is currently shot at 408 m/s for conditioned armor and at 436 m/s for new armor. For the NIJ Standard-0101.07, the velocity for both conditioned and new armor will be the same, raising the bar for body armor manufacturers. Also, a new threat level will be introduced in NIJ Standard-0101.07, which will close the gap between Level III and Level IV. Police Considering Program to Fund Specialized Bulletproof Vests
All of Denton`s 171 police officers must wear their bulletproof vests when in uniform. According to Lee Howell, Denton`s Police Chief, these ballistic vests are very important to the safety of our officers, although they are expensive. After the tragic fatal shooting of 5 Dallas police officers in downtown Dallas on July 7th, Texas lawmakers proposed a grant proposed of $25 million to provide funding to supply ballistic vests to all Texas patrol officers. If approved, Senate Bill 12 would allow any Texas law enforcement agency to apply for the funds. If the bill were passed, it would go into effect September 1st. Lt. Governor Dan Patrick is pushing for the bill because some of the officers killed that day in Dallas were wearing vests, but they weren`t strong enough to protect them from high-caliber rounds. However, the way the bill is currently written, there is no requirement that law enforcement agencies getting the funding would have to buy specialized vests strong enough to prevail against high-caliber bullets. The vests issued by the Denton Police Department usually cost anywhere from $500 to $600. The price tag on specialized tactical vests are somewhere in the thousands of dollars. According to Howell, this expense would be paid for incrementally since the ballistic vests currently being used expire every 4 to 5 years. He went on to say that he`s not sure right now how this program would benefit the department financially, but he`s optimistic. Howell said, [I`ve never experienced anything like this. It`s not at all common that the state or any other governmental entity would say, `We believe everyone needs this and we`re going to see that they get it.`" The bulletproof vests worn by Denton police used to be partly paid for through a Bulletproof Vest Partnership Initiative run by the federal government. But, several years ago the Department of Justice began prioritizing jurisdictions and those with less than 100,000 were given more scrutiny. Eventually, Denton police became ineligible for the funds. Presently, the cost of protective vests is just one more budget item for the Denton Police Department, in the same way that the cost of bulletproof vests are paid for by the Denton County Sheriff`s Office. Sandi Brackeen, spokesperson for the Denton Sheriff`s Office, said this new program would not impact the 56 deputies on patrol like it would city police. Deputies are not required to don their vests, although they are supplied with them, she said. Howell said he would be closely watching what state lawmakers decide to do. The Armor Express got $93.8million
The Department of Homeland Security recently awarded Armor Express a seven-year, $93.8 million ID/IQ contract. Based on the contract`s terms, Armor Express, which is a leading producer and supplier of high-performance body armor, is to give its innovative Razor Level IIIA ballistic system as well as four carriers that will be designed solely to meet the Department of Homeland Security requirements. How to wear tactical vests?
Instructions Insert the soft ballistic Kevlar fabric plates into the front and back vest panel`s inner lining. Ensure that the hook-and-loop fasteners holds them in place. Close the front and back openings of the hook-and-loop fasteners. Insert the hard Enhanced Small Arms Protection Inserts (ESAPI) plates into the vest`s front and rear exterior pockets. Fasten the buckles of both vest shoulder sides. Realign the shoulder's hook-and-loop fasteners. Cummerbund Preparation Lay the cummerbund, or sash, on a table with the outer side face-down on the table and the opening of the side plate channel facing up. Pass the three cummerbund-end nylon tabs through cummerbund adapter eyelets. Interlace the cable and three tabs. Lodge the cable handle that helps emergency vest doffing at the cummerbund top or bottom by manipulating the cable through the eyelets and exiting it through the eyelet near the cummerbund-end tab. Lace excess cable through the eyelets. Thread the bungee cord through the cummerbund and adapter eyelets. Place the hard ESAPI side plate over the soft side plate and insert both into the pouch. Hook the pouch closed. Insert the side plate pouch into the cummerbund`s channel so that the hard cover will face an incoming bullet and the soft plate will face the body. Close the channel to hook it. Wear the Vest Wear the vest over a shirt. Position the base vest`s front and back section as high as possible. The vest neckline should fit the collarbone by adjusting the shoulder straps` hook-and-loop fastener tab hooks; ensure both panels are aligned from side view. Zip closed the vest`s side opening. Attach the front and back collar assemblies into the vest`s neck space, centering the back assembly with the adjustment tabs. Affix the collar`s throat guard. Adjust the comfort fit systems for the shoulder and waist.

Levels of bullet proof vests
National Institute of Justice (NIJ) Standards Manufacturers of authentic bulletproof vests must meet guidelines established by the National Institute of Justice (NIJ). When considering the purchase of a bulletproof vest, you should read the label which describes the size, model, manufacturer, rating, lot number, issue date and serial number. Vests with ratings I through III-A must contain a disclaimer warning the purchaser that the vest does not provide protection against rifle fire or puncture wounds. The NIJ's bullet proof vest rating guide states that although no vest is 100 percent safe, "routine use of appropriate body armor significantly reduces the likelihood of fatal injury." Purchase Considerations The NIJ guide warns that the unnecessary purchase of higher rated vests often results in the failure to use the vest at all because higher rated vests are usually heavier and less comfortable than lower rated vests. However, the NIJ recommends that vest selection should protect against both street threats and possible use of an officer's own gun by suspects. According to the NIJ, the best overall vests to purchase are usually Type II and Type II-A. Level I Type I vests protect against .22 long rifle lead round nose bullets. The body armor is lightweight and represents the minimum standard. Levels II and II-A Type II vests protect against 9mm and .357 Magnum full metal jacket round nose bullets. They are heavier than Type I and Type II-A vests. Type II-A vests protect against 9mm and .40 Smith & Wesson full metal jacket round nose bullets. Levels III and III-A Type III vests protect against rifle fire from 7.62mm full metal jacket bullets. They provide protection against all Type I through Type III-A rated threats. Type III-A vests protect against high-velocity 9mm and .44 Magnum full metal jacket round nose bullets. Police departments in hot, humid locations should encourage use only in tactical operations such as barricade confrontations. Level IV Type IV vests protect against .30 caliber armor-piercing bullets. Generally, this type of body armor is intended only for single-shot protection since ceramic materials used in constructing these vests are brittle. These vests should be used only when tactical operations dictate such use.

How to clean bullet proof vests
A key part to any officer's or soldier's uniform is the protective armor. With all the action these men and women see in their line of work, their uniforms and armor can become very smelly with all the sweat and body odor from working. Most of the armor can't be put in a washing machine; that would hurt the washer. Additionally, the machine could ruin the strength of the armor. Bulletproof vests are made of Kevlar and they are not be be washed in a washing machine, but rather by hand. 1.Mix a teaspoon of antibacterial soap soap in a bowl of warm water until sudsy. 2.Moisten a rag with the soapy water. 3.Scrub the entire surface of the bulletproof vest with the moist rag, Keep the rag moist, but don't saturate the bulletproof vest with the soapy water. 4.Spray the entire bulletproof vest inside and out with the Vest-Guard deodorizer. Vest-Guard deodorizer is like Febreze for armor; it kills more odor-creating bacteria with the higher concentration of alcohol. 5.Hang the bulletproof vest on a clothes line and allow it to dry for a day.
